you must have some really strong people on your assembly line cause the bolt that holds the pedal is done up so tight the pedal hardly moves. Is it ok if i break out my tools to loosen the bolt a bit so the pedal will pivot smoothly?

I would assume yes but to be safe (as I've never adjusted that directly and I'm not 100% sure) you may still want to report this to IK Support for two reasons: 1) So they can make sure it is OK to adjust directly yourself and B) so they can track the issue to see if this may be the case for other units and rectify it internally.
