I had the same issue here. ToneX MAX Software authorized but "0 of 5 devices authorized".
What solved the problem was KLICKING THE DOUBLE ARROWS (this update style button) beside my user name in the up right corner of the product manager app.
Klick that update button and soon after it says "1 of 5 devices authorized". After that you can access the librarian tab. I was prompted immediately to update my pedals firmware.

I AM REALLY REALLY FRUSTRATED AS I TRIED EVERYTHING THAT I SAW IN FAQ AND STILL MY TONE X PEDAL SINCE THE LATEST UPDATE CANNOT CONNECT WITH THE SOFTWARE AND I CANNOT EDIT UPLOAD OR DO ANYTHING WITH THE PEDAL ONLY TO USE IT AS A REGULAR PEDAL. PLEASE ANYONE LEGIT CAN HELP ME OUT? IM VERY DISAPPOINTED WITH THE RELIABILITY!!!!

The librarian is in the separate TONEX Editor application with the latest update. You must have a TONEX Pedal or TONEX ONE connected in order to use the Editor for Librarian/Editor tasks. Do you have your pedal connected (and registered)?

I have suddently got the same issue. But I saw that is has stored the tonex librarian at onedrive, and now this need to get upgraded for more disc storage. Why on earth, does tonex save these files on onedrive and not directly at the pc. This might be the issue.

Windows offers users the option to store their Documents folder on OneDrive or not. You can choose to keep that folder local instead of using OneDrive to avoid issues.
