Controlling Wah on/off

I can see and set up my wah pedal to work - or I can set it up to turn on/off, but I cannot use only the pedal to do both - I am having to use one of my controller buttons to turn it on/off then the pedal as the sweeping wah.
There must be a way to use only the expression pedal - like when fully closed its off, any open turns on and then you have the min/max as the sweep/curve.
I think it could be done using the min/max setup, but I cannot find out how I set that. Its 0-100 and I have yet to find a way to change it.
I guess Im hoping it could be 20-100 and then anything from 0-19 would bypass or turn it on/off - so when the pedal is all the way down, its off and when brought up it turns on after it reaches the 20% mark...something like that.
