Why does ST4 not accept input from my Alesis Nitro kit when it is properly selected individually, and also when ANY is the selected MIDI input option? It's on the list

Most e-kit brains transmit on MIDI Channel 10 by default. Make sure the kit in SampleTank 4 is set to that channel (or whatever channel your e-kit's brain transmits on). Also note that SampleTank 4 kits are mapped either GM or IMAP (should be covered in the manual) so you may need to set some mapping/settings on your e-kit brain to accommodate.
