I've done the complete download of Sampletank 4 Max sound content. Under documents/IK Mulimedia/IK Product Manager/Sampletank 4 Max there are 97 .dmg files that look like installers taking up 195GBs of hard drive space. Can I assume that all of these have been installed and I can trash the installers?

Technical Support can tell you the best way to check that everything is installed.
In your position, I would copy those .dmg files to a back-up disk, so that you do not need to download them again, then remove them from the ...IK Product Manager/Sampletank 4 Max folder.
