Does anyone happen to know if Minimod is based on the same content as Samplemoog, just with an updated interface, or is it something entirely new?
If it's the former, is there any upgrade path for Samplemoog customers?

It is not the same content in any way. Minimod is much newer and Syntronik's instruments have a hybrid approach of sampled oscillators with modeled filters while SampleMoog is straight sampling.
For upgrade/crossgrade options you can visit
