Master Match

Question about the Master Match.
The Master Match can only ever be used as the last link in the chain. Unfortunately, you no longer have any influence on the absolute peak level.
For example, I put the stealth limiter at the end of the mastering chain and set it to -1dB, export the file and open it in Steinberg WaveLab, everything is fine.
But if I activate the Master Match after the Stealth Limiter, I have peak levels above 0dB. That's why I have to regularly do a second export in WaveLab with an additional Brickwall Limiter to make sure that there are no absolute peak levels above 0db. Why I can't set a Brickwall Limiter after the master match?
