Is whining noise to be expected with many of the factory and 3rd party captures?

That is not the normal expected behavior. It sounds like power supply or USB bus noise type of thing. Best bet would be to report this to IK Support via https://www.ikmultimedia.com/contact-support/sw if you have not done so already and they can help pinpoint the issue.

I purchased a TONEX One and have the same issue, compounded by placing any pedal in front of the Tonex even when not engaged. The high pitched whining is in a similar freq (to the video) and is very noticeable in rehearsal with IEM, not so much on stage - live. Certainly annoying in recording situ. The whine is even there in the clean presets although not as evident, In the OD presets you have to heavily gate it. My issue is I'm using the clean presets for the Cab Sims and using and OD pedal in front of the TONEX One live. I have several, Tumnus, Big Joe Stomp Empire, Blues Driver, Tube Screamer, Mesa Boogie Cleo and they all exaggerate the Tonex whine. I only use one OD in the chain but the OD presets in TONEX One have that whining sound as a stand alone pedal. Not great
